City Manager's Team

City Manager John W. Coffey, ICMA-CM, became the fourth City Manager in the history of our community on May 16, 2022. He previously served as Community Manager of Barefoot Bay Recreation District for 8.5 years; as a Senior Governance Special with the U.S. State Department on a joint civilian-military team in Kandahar Afghanistan; as a Local Governance Advisor to Iraq with the U.S. State Department via ICMA International in Western Anbar Province, Iraq; as the Budget Administrator of the City of Palm Bay; and other positions in local government. Mr. Coffey graduated from Florida State University where he obtained a Master's Degree in Public Administration. His undergraduate degree is a Bachelor's in Political Science with High Honors from the University of Florida. 

As Management Analyst for the City of Indian Harbour Beach, Gina Sherman supports the City Manager’s Office and assists with a variety of administrative and organizational initiatives. Her responsibilities include internal employee relations, project support, research and other functions that help support City operations and staff.

Communications Manager Hilarye Fuller has served the City of Indian Harbour Beach since June 2022, when she joined the organization as a Communications Officer at the Police Department. With more than ten years of experience in communications, including journalism, public relations, social media management, and brand management, she became the City's first Communications Manager. Mrs. Fuller holds a Bachelor of Science in Communications from Brigham Young University–Idaho and a Master of Arts in Mass Communication with a concentration in Communications Management and Public Relations from the University of Florida.  Mrs. Fuller oversees the City's digital and print communications, media relations, and crisis and emergency communications.

The City of Indian Harbour Beach prides itself on the high quality of customer service we provide our residents, businesses, and visitors. Our city operates under the Council-Manager form of government where the City Council appoints a paid professional City Manager to oversee the City's day-to-day operations. By City Charter, the City Manager reports to the Mayor and City Council, who adopt policies for the Manager to carry out.
