Gene Newberry, a licensed realtor with National Realty for over fifteen years, was first elected to the City Council in 1988, following his two years' tenure on the Planning & Zoning Board. He served for several years at that time; then after a short hiatus, returned to the City Council in 1998, serving several terms as Deputy Mayor and, subsequently, as Mayor from 2003 to 2005, when he relocated with his family to Colorado.
Prior to his moving to Colorado, Gene was an active member of our Volunteer Fire Department for twenty years as a volunteer firefighter, lieutenant, and Assistant Chief. He also served as President and Vice President of the Fire Corporation, IHBVFD, Inc. - the fund-raising entity for the Fire Department.
In 2008, Gene and his family moved back to Indian Harbour Beach, and he became involved in service to our community as a City Council member once again. In November of 2010, Gene was elected by his fellow Council Members to serve as Mayor for the 2010/2011 year. Mayor Newberry and his wife Lilo love being back home in Indian Harbour Beach and have two grown sons, Danny and Austin, who grew up here and attended our local schools.

Deputy Mayor Scott Nickle is one of those rare native Floridians. Born in Melbourne and raised in Indian Harbour Beach, he attended Ocean Breeze Elementary School, Hoover Junior High, and graduated from Satellite High School. Scott holds two degrees from the University of Central Florida, A BA in Radio/Television Broadcasting and a BA in Legal Studies. He is currently pursuing a Masters Degree in Public Administration at UCF. Employed by Bussen-Mayer Engineering Group since 1985, Scott is currently Vice President/Director of Engineering. Prior to his being appointed to Council in 2005, Scott served as a member of the City's Planning and Zoning Board for four years; however his volunteer efforts are not limited to our beloved City. He has been a proud supporter of the Make-A-Wish Foundation and the Brevard Zoo Teen Volunteer Program, and served on the Board of Directors for the Doctors, Lawyers, Weekend Warriors' Surfing Festival benefiting Children's based charities. Married to Debbie for twenty years, Scott is proud of his two young children, Sara and John, and his grown stepson, Corey. You might see the family if you stop in for a treat at The Cold Stone Creamery at The Avenue, Viera, where Scott is also co-owner. |
Born and raised near St. Louis, Missouri, Mary Anne spent six years on active duty with the Air Force, stationed in Colorado and Germany. She was married to a career Air Force noncommissioned officer and traveled with him to Massachusetts (where a son was born) and Hawaii (where a daughter was born), and then in 1970 he retired to Rhode Island. She and her family moved to Indian Harbour Beach in 1979, but her husband died shortly after the move. She accepted a Civil Service position at Patrick Air Force Base amd in 1998 retired as a social scientist in the Office of Research at the Defense Equal Opportunity Management Institute.
Since she purchased her home on DeSoto Lane, Mary Anne served as a member of the Board of her Homeowners’ Association, holding positions as Secretary, Director, Vice-President, President (three years) and Treasurer (eleven years.) She has been a Council Member in Indian Harbour since her election in 1998, serving as Deputy Mayor for four terms and Mayor for three terms.
Mary Anne holds a Bachelor’s Degree in Social Science and a Master’s Degree in Counseling, both from Rollins College of Brevard and is a member of Psi Chi (Psychology) and Phi Alpha Theta (History) honor societies. She was an adjunct professor of psychology at Rollins for twenty years and also taught many crochet classes at the Indian Harbour Beach Recreation Center. Mary Anne’s son and his wife, both retired Army veterans, live in Missouri, and her daughter, son-in-law and three grandchildren live in South Carolina. |
Originally from Long Island, New York, David Panicola has lived in Florida for about fourteen years and in Indian Harbour Beach for nearly seven years. A graduate of St.Joseph’s college in New York, David has a bachelor’s degree in Human Relations and teaches world history at Satellite High School, in addition to coaching varsity baseball and golf teams of Satellite.
His family includes his " beautiful wife, Robin" and three stepchildren, Shannon, Courtney and Michael. Dave coaches Michael’s Little League team and served in the Indian Harbour Beach Little League Board as Safety Officer for two years.
David served as a member of the Planning & Zoning Board before being appointed to City Council in 2002, and has also served as a volunteer firefighter for IHB for over 5 years.

Jim Nolan, Sr., has been a resident of Indian Harbour Beach for 45 years. Jim was married for 42 years (his wife Dorothy passed away in February of 2000) and raised five children in our city. Patricia, Jim Jr, Susan, Linda and Timothy. All of the children attended Ocean Breeze Elementary School where daughter Susan is now a teacher. Jim has ten grandchildren, including T.J. currently serving in the U.S. Marine Corps.
A graduate of the U.S. Army Signal School Jim attended the RCA Institute of New York, NY, and then spent 47 years in communications and the aerospace industry, retiring from Harris Corporation in May of 1999.
Jim was elected to the City Council in November of 1993, and served as Deputy Mayor in 1994-95, and Mayor from 1995 to 1998. He is also a former member of the City’s Planning and Zoning Board, served for two years on the City’s Civil Service Board, and is Past President of IHB Football. For many years, he worked with Little League as coach, vice president, manager and chief umpire.
Retired from the Fire Department after 26 years of active service, Jim was Fire Chief from 1994 to 2000. He was also President of the IHB Volunteer Fire Department Corporation twice, named IHB Firefighter of the Year for two consecutive years, and honored as the IHBFD Corporation Man of the Year in 1988. As a result of his extensive record of commitment to serving our community, Jim Nolan, Sr. was honored in 1996 by the Lions Club with their Citizen of the Year Award. |
